19 of Daniil Medvedev's 21 championships have been achieved on hard surfaces
A comeback the Russian player secured his first title for 882 days with victory over Frenchman Moutet in the tournament championship match.
Medvedev, a ex- world number one, has endured a difficult period, achieving just a single victory at the Grand Slams and suffering a difficult moment at the US Open.
The player's varied form on the tennis tour - and difficulties with his serving in particular - led to him dropping out of the elite rankings and finally separating with long-term coach his previous coach.
Currently training with Thomas Johansson and his other coach, the tennis star has gradually improved in the recent weeks - climaxing in a tightly fought 7-5 4-6 6-3 victory over challenger Moutet.
It is his maiden trophy after the Italian tournament and first on a hardcourt after spring of the previous year.
Success also indicates he has won 21 championships at twenty-one different events.
"It's the first time I'm at a competition with my both daughters together, so to win a trophy is really nice," stated ranked player Medvedev.
"This victory is in tribute of my child my daughter, because the first title I got when my first daughter her name was born was for her."
The athlete, the past champion, had lost his last six finals, featuring in Halle previously this season.
His retrieving approach and regular emotional displays on court had led observers to wonder if his ability to compete at the elite level was concluded.
Yet the athlete has implemented adjustments in the past month, attempting to come to the net and compete positively, supported by an improved serve.
Medvedev recovered from a deficit in the opening set against the tricky opponent, winning four of the last five games to take the lead.
Both players exchanged break points in the middle set before the Frenchman, striving for his maiden tour victory, took control to push for a third set.
Moutet defended four initial opportunities in a tight deciding set before the Russian won the break to fifteen to close out the victory.
Suitably, Medvedev earned the title with a point at the net, with the Frenchman unable to handle a shot after a lengthy match.
